garbage heaps on big garbage day, thrift stores, some local fish stores have used tanks on the cheap, swap sheet, local newspaper.

I've been lucky in three sources...
1) See if there's a tropical fish club in your area. They usually have a newsletter with classified ads. People advertise their old equipment there.
2) Craigs list for your town is another great place to find cheap tanks.
3) Sometimes local fishstores change out their tanks. I've picked up a couple breeder tanks that way.

look in the news papers. Look at donation stores like F.I.S.H. and goodwill. Also try yardsales.
