I consider Kapil dev the best captain in the woprld cup history of world cup due to following reasons:

1) No one in the world had ever imagined that the indian
team, of 1983 can win the world cup.

2) When India were struggling at 17 runs for the loss of
five wickets in the 13th over in the Match against
Zimbawe, Kapil Dev joined the crease and scored 175 runs
and remained not oput, taking the total of India tol 266 runs
from 60 overs and won the match by 31 runs.

3) That heroic innings of kapil Dev was instrumental for
India's reaching final of the tournament and win the world cup.

Clive Loyd when he was captain of the West Indians they where the unbeaten size a lot of times. Winning 2 in a row.
Steve Waugh was a great captain but Australia spends a lot more money on sport then the West Indians.

Clive Hubert Lloyd of the W.I. I really wished most of these answerers would try to be factual instead of patriotic, Lloyd won the first two world cups and lost in the finals to a resilient Indian team in the third. It is not an easy task to captain a constellation of stars from different islands like Lloyd had to, he was very special, he is the best of the best.

Kapildev.Because not only an India Prodigy to win the covited title to India.It is his vision , and also his encouragement at the time of second innings won the cup .He said to the team members at the time of the match is this" the chasing score to the West Indians is only 167 I think ,it is not a big score in 60 overs match, that too having,Richards the all time great,Lloyd and so many players.But Kapil said is,Boys we are having only another 4 Hrs to play Please put in all your effort and the best in you and definitely we will win' this concept ended well to Indians.It is courage,his positive thought, his encouragement only won the cup to India. So I consider him to be best captain.

SR Waugh, undoubtably. Although he was wrongly said to have made that comment regarding dropping the World Cup, he was a brilliant & innovative tactician, sublime batting skills & he was cold & ruthless in his calculations. Head & shoulders above any other captain for what he got that, undeniably talented, team to do.

I would have to say Steve Waugh 1999,
They came into the world cup under done, critics were wanting Waugh to be dropped as captain and they had a very poor start.
He managed to turn in around in with a 120n.o agains S.A.
Who cant forget the word he said to Gibbs after he dropped him early in Waugh's innings "You have just dropped the world cup"

The rest my friends is history, if some one had to bat for your life, Waugh is the one you would want out there batting for you.
