Just the cold water, throughout the whole of the house.

I would suggest you call the water board and ask if they have a problem with the water pressure in your area or are they doing any repairs near you. Very often you can get a drop in pressure when repair work is being done. If they answer in the negative, then ask if they can check your property for a water leak (this is a free test).

If your cold water tap in the kitchen is poor as well as the rest of the cold (meaning you have a direct cold water supply) it could be that you have an underground burst. Can you hear running water when you are not using any water at all? you would notice it more at night when the water pressure is higher. Other possibilities are that you have a problem with the main stopcock usually located under sink. Check it's fully open or the maybe the washer has got stuck down. Hope this helps.

The pressure drop can be attributed to several things:
1. you may have a whole-house water filter that has become clogged with non-soluble material and the filter needs to be changed
2. a valve might have been inadvertently partially closed (check the main water coming into your house)
3. You could have a broken or frozen water main from the city causing a reduction in pressure
