Try vitamin E cream. I have seen this work wonders for people. Drop the chapsticks and try the cream. You might also do a mental check on how often you are licking your lips or biting down on your lower lip. It is amazing how these things can contribute to chap lips. The only kind of chapstick I have seen do any good was from a healthfood store and was primarily aloe vera cream.

Some chapsticks actually MAKE your lips chapped! Carmex is the way to go. Especially at night, put a layer on before you go to bed! I have the same problem as you sometimes, I live in South Dakota. Carmex always workes for me.

Carmex! I live on Carmex and Burt's Bees medicated lip balm....Mainly I sleep in Carmex because I cake that stuff on(it gets rid of all the cracked lips and stuff), and I wear the Burt's Bees during the day. I have terribly dry lips and those are the only things that work for me(believe me, I've tried EVERYTHING).

Sleep with either chapstick or Vaseline on your lips; this helps your lips heal while you are asleep (you are not talking or licking your lips or out of the wind). When you are outside, still wear your chapstick or possibly try a light color lipstick and really pay attention to not licking or wetting or chewing on your lips.

I live in Wisconsin as well and the best thing I find is the lip glass from G.O. Bigelow's that they sell at Bath and Body Works. It's a little expensive [7.50 a tube] but I really love it, and it has a wonderful taste, too.

I'm in Canada at the moment, even colder than Wisconsin. I use Elizabeth Arden eight hour cream on my face and lips and it sorts dry lips in a day or two. It's a little expensive but really worth it. You can use it on your hands too.

Hey fellow Wisconsinite you should try Carmex. It's made in Wisconsin . Also, before you go to bed put regular hand lotion on your lips. Try not to lick your lips when you put lotion on though, because obviously that would taste pretty gross. That works the best.

Try lotion on your lips, just don't swallow it, it tastes bad. It may be that you're allergic to Chapstick and that's why you're not getting better, it's not severe allergy, just somthing that prevents it from doing it's thang. It's like me, I'm allergic to chap stick, so I just use my mom's lotion, it works a lot better for me.
