The definition of a minority group can vary, depending on specific context, but generally refers to either a sub-group that does not form either a majority or a plurality of the total population, or a group that, while not necessarily a numerical minority, is disadvantaged or otherwise has less power (whether political or economic) than a dominant group.

It depends on the context. In most ways, the word minority means a smaller population within a larger one.
Though women outnumber men in this country, women are considered minorities in specific areas of the workforce.
Disabled people are considered a minority as well.
I'm not sure where you're getting the connection to social values...

I would say population. If there was a classroom full of first graders and 10 are blonde haired, 7 have black hair, 5 have red hair and only 3 have brown hair, then the brown haired kids in the class are the minority of the room. You could also make the point that everyone that isn't blonde is the minority. Basically anything but the majority of the group.

Social values have nothing to do with minorities. Rather the term minority is a part of a group that is less common that what the "norm" is (ie the incredibly wealthy are a minority in the US. & Native Americans are a minority in the state)

I think the word is SUPPOSED to refer to the numbers aspect - but then again, the word would be grossly misapplied in states like Hawaii (Asians), California or Texas (Mestizos).

It most likely has both connotations - low population (more inaccurate these days) or social values (those whose culture don't fit the founding culture's).
