I grew a container of cat grass for my cat (who likes to try to steal flowers from vases and plants) but my cat wont touch it.

Would it be okay to offer it to my teddy bear hamster? Or let him play in it?

Yea. Cat grass is wheat grass, which is good for a number of pets including hamsters. It helps with digestion and also offers nutrients. I would give him a little to see if he will eat it. My hamster would eat a little of it, but mostly just wanted to stuff to make her nest/bedding. Either way is fine for your hammie.
