Depends on the situation, but sometimes it it best just call it quits rather than cause you and the other person more pain

Next time before you hangup:
Warn the guy that when he calls back the line will be busy because you are calling the local police department to file a harassment report. You will need this report as evidence to support your restraining order.
NO means No! If he doesn't get it then he never respected you in the first place.
