Well it depends what kind of fish and what kind of frog really...

The fastest type of fish is the Indo-Pacific Sailfish, Istiophorus platypterus:

Now the fastest type of frog is, of course, Mr Toad of Toad Hall.

A fish because it carries no weight. Frogs can jump fast but fish can move fast.

Definitly a fish, or more specifically, a tuna. Tuna can swim at speeds exceeding 40mph!
