It's a slightly unusual name, yes, but only if you're not from Southeast Asia. I would point out to her that it's unusual (really rather cool, in my humble opinion), but not nearly as tragic as some. It could be worse. It could definitely be much, much worse.
See the links below to funny names. Note that I love Utah, it's just that they have a real penchant for tragically naming their children.

Oh come on, names come much much stranger than that. Besides, Ngoc is such an easy to remember and pronounce name. People who make fun of other people will grab on to anything they can find, just to see a reaction. If there is no reaction, they'll soon lose all interest. I actually knew a girl once in school and kids made fun of her braces. Well, a few years later when she turned 16, there wasn't a guy in school that wasn't in love with her. Tell your friend that she has a very special and beautiful name and she should be proud.

It sounds like a Vietnamese name or something - it's very intolerant of your peers to be making fun of someone with an ethnic name. Tell them to grow up.
If she doesn't like her, she can go by a nickname if she chooses.
My opinion is that that name is kind of interesting - maybe she can try spelling it like "Noc" or "Nock" - I has a Vietnamese pal named Duy who got sick of people misprounouncing his name so he changed the spelling to Dewey. But it's up to her.

It must be a family name, why not get her to go by her initials. When I was young I went by DD.Then no one has a reason to laugh.Or use her middle name. You know when she's grown, she can change her name..People are sooo mean.

Tell her to ignore them and that there are other people who have weirder names. Or tell her to just say something bad.
And i do think her name is weird, but no offence

it is unique but hey my name is thesnilda so what does that make mine? to me gnoc sounds kinda cool. is she letting them get to her in the public veiw of her tormentors? if she is that usually just eggs them on and you are stuck with your name until 12 in some states you are able to change it with parental consent. if it gets worse that could be a viable option

"I" before "E" except after "C" or as sounding as "A" as in "neighbor and "weigh". And WEIRD.
