We can change what we believe about something. That will change how we deal with it. We can not make something true that is false just by falsely believing in it.

Belief is the conviction of the truth of a proposition. Therefore, truth is it's base not it's outcome. We walk because we believe we can walk and that we have feet and the body is healthy and can process the signals needed to make the legs walk. You can believe you can walk even without legs, only if you get prosthetic legs can you do that. Then, true data and true perception are very important here. Thoughts that are pro-survival and is good to all areas of your life and others will happen because of your conviction. Some takes a long time to happen, but if you do ethical things to make it happen, it surely will, maybe not immediately, but it will happen in the future, for in this world, there is the buffer of time...

Therein lies the essence of faith. A belief, a trust, an enactment of the two.
I believe a rock is a rock, therefore, it is a rock.
How do I even know its a rock to believe it is a rock? Even without a word for the rock, I would know by sense of sight, and touch, it is what it is, and by any other name, the rock remains.
Faith in the less tangible also applies as well. Love for example can not be seen or evaluated by touch, but we have another sensation by which we gage it - and in a sense, feel it. Often words fail people in describing love. The verbal description is often different from person to person, but yet these various sometimes opposite words are not at all in conflict.., yet they all are in unison of what love is.
Love becomes real because we know it is real.
A rock is a rock, Love is love. One is solid, tangible the other is not, but in the world of belief (faith) it has become real.
While this might not be what you were looking for, in some respects, I believe, it applies. Now.., if you would kindly move out of my way.., I have rocks to go feel...... thank you.

the original question is hopelessly ambiguous.
1) does it count as making something true by believing it if the 'it' refers to belief about oneself. because the answer to this is 'yes', it's called the placebo effect. you think x cures your headache, and sure enough it cured your headache, but only because you thought it would
2) do you mean making something true by believing it QUA belief? or 3) qua a chain of seperate actions? 3) is a 'yes'. I can believe i'm really stupid, and that belief makes it so that I indeed end up really stupid. I can believe the world will end in ten days, and in my desperation I end up destroying the world in ten days.
but what about 2)- as far as I can tell it's false. if you don't believe that 2 + 2=4 that doesn't change whether or not 2 + 2 = 4. there's nothing about belief AS belief to cause something to be true in the external world outside of oneself.

to the extent that we believe in it, given that it is something within our control to influence. Relationships, happiness, outlook, success, attractiveness are all qualities that can be influenced by your output. Other aspects of life such as physical properties like height, DNA, skin color, can't really be changed. At least that's how I look at your question.

So we can't change the physical world (yet, I'm sure we could if we knew how to really use our brains). I've effected a lot of change in my life by believing certain things (i.e "I will find a better job", "My son will be healthy", etc.)
If nothing else, we always have the power to change our reactions to things that happen to us!

Believe in yourself as a first truth. Be a good person as a second truth. Be a friend and accept friendship as a third truth. There are many truths to believe in as truth is. Truth doesn't change.

we can not believe in something if it doesn't exists. example I could say my shoe is a plan but it still wouldn't make it so.
