seagate 400g external hardrive.when i switch it on the light does not appear on the side and i cannot open it?

oh dear that sounds like a fault check all the cables and software if any and if all else fail take it to a computer dealer and ask them

Is this a USB drive? Has it worked before? If this is the first time, you probably require an external power source for that drive.
