If by 'rich'you mean how much money does each person have then Scotland is richer than Spain. However, Spain has a larger economy.

The Per Capita GDP (amount of money each person has per year) is $26,009 for Spain and $30,269 for Scotland.

Spain is richer than England which has a PCGDP of $24,503.

It may come a a surprise that Scotland is richer than England but you can blame the media for that - they like to portray Scotland in a bad light.
