How can I fix this?

A. check the settings, it might be turned off.
OR
B. The controler that the ps2 comes with doesn't vibrate that nuch. When I got the seccond controler it vibrated WAY more than the one that came with the ps2. So it might be the type of controler.

There is no 'global' vibration setting. All games have a vibration option in the options menu. Sometimes the default is set to 'off'

Check the settings in the game, vibration may be turned off.
If that fails, check in the main menu, maybe there is a global vibration off setting.
