I don't know if he's THE best ever...unfortunately he wasn't popular for very long before his untimely death. I would agree that he was hilarious, and he pulled off the Steven Wright-like random delivery as well as, or better than, anyone. But no doubt one of the funniest ever.
One of my favorites right now is Jim Gaffigan. Not as odd as Hedberg (who is?), but he also has a somewhat random delivery of his material.
And I know I'll get some negative votes for this, but despite his popularity, Dane Cook isn't as funny as people want to believe, and though he has blatantly ripped off Louis C.K., C.K. is still far funnier.

He is awesome. I just found out recently that he died. I didn't know that.
