NO, it is not legal in Canada just to go and buy one. You can obtain a special licence to own one though.

The best way to go about this would be to talk to a bird rehabilitation centre.

The migratory bird act protects these birds and you may not possess any bird, part or product (including feathers!) from the bird without facing stiff fines or jail time.
The only way to possess these is with a permit. Generally to get one you need to have experience with raptors and have an enclosure and housing for them already build so you can be inspected prior to getting one. Generally you are only permitted to have the birds for educational or rehabilitation purposes. They are not legally for sale and generally birds used for education and rehab are birds that have come from the wild and have either been confiscated from people who do not have a permit or have had some type of injury or illness and either need to be rehabbed to be released or can never be released and can be used to teach people about the dangers that raptors face.
You also need to find a local vet that actually works on raptors which is fairly specialized medicine. Not all vets will work on birds in general and on raptors in particular.
You also must either make or secure a source for equipment for handling the birds. If the bird will be manned down (on a glove) you'll need braclets, jesses and a leash along with a reinforced glove. You'll need to secure a source (or several) for appropriate diet including frozen mice and or chicks.
Once you have a raptor it's difficult to take vacations because this is not the type of animal you can leave with a pet sitter.
If you're really interested, you should join up with a rehabber or legal falconer near you and spend a year or two learning about raptors before deciding to request a permit.

I know in the U.S. you can't but I don't know about Canada, sorry. In the U.S. it is illegal to own ANY bird native to North America. I don't know if this law extends to Canada.
