First, Styrofoam is actually a brand name... though in the US most people tend to think of it as the only polystyrene foam that comes in shapes.
Balls are a more difficult shape, but you can buy other types of polystyrene foam in sheets** or just use packaging material that's used to protect electronics, etc., then cut your own shapes with a serrated knife --or a "hot wire" or hot tool... then shape with sandpaper, wire brush, rasps, or even another broken edge of foam.
You could probably make ball shapes, but they'd take more time than some other shapes. You might be better off making spheres from other things --like scrunched aluminum foil, paper with masking tape around it, or papier mache, etc..... or buy pingpong and other cheap balls.
**at a hardware store, sold as sheets of insulation (blue or pink... or green, yellow)... this type is easier to cut and shape than some of the packing foam, which is little ps balls pressed tightly together (...sheets can also be stacked and glued together first --white glue is good-- to make thicker items)
