um... do you mean freshwater 'whales' (ie mormyrids)? In that case Africa. If you mean actual real mammal whales, then everywhere. What a strange question...

The freshwater fish sold as "baby whales" come from Africa and are related to elephant nose. They're neat but a bit touchy about water quality and food, live black worms being their preferred diet.
