Looking at people and meeting their eyes are the first steps toward striking up friendships and making positive impressions. The best advice is to make short frequent glances in social situations. Making eye contact for too long a duration can be seen as threatening; the subtext of interest becomes distorted. Failing to look at others causes suspicion as they wonder what signals are being masked. "Honesty and the ability to look someone in the eye are very closely related," continues Dr. Marsh. Refusing to make eye contact also sends messages of arrogance and contempt communicating to the other person that they are insignificant, a non-person. There are subtle, silent rules to eye contact and they vary from culture to culture.

Just don't stare...in other words blink often and squint...i used to hate it when people would talk and/or listen and stare....that is spooky and drove me batty. The purpose of eye contact is to give out a sense of security and care.

It basically means you're paying attention to the speaker and your full focus is on them, not someone/something else. Humans are naturally concerned whether they are capturing the other person's eyes, so watching someone while they speak is intregal to most people.

in additional to the above reason in term of giving attention. Human eyes are unique in that we have whites to our eyes. I heard in one of those discovery channel specials that the white in our eyes is there to aid in communication. I believe humans are the only species to have white in my eyes.

the purpose is giving that person your full attention and you can see through that persons eye if he/she is sincere on what he/she is talking about.
