Refusing to make eye contact also sends messages of arrogance and contempt communicating to the other person that they are insignificant, a non-person. Just don't stare...in other words blink often and squint...i used to hate it when people would talk and/or listen and stare....that is spooky and drove me batty. The purpose of eye contact is to give out a sense of security and care.

It basically means you're paying attention to the speaker and your full focus is on them, not someone/something else. Humans are naturally concerned whether they are capturing the other person's eyes, so watching someone while they speak is intregal to most people.

in additional to the above reason in term of giving attention. Human eyes are unique in that we have whites to our eyes. I heard in one of those discovery channel specials that the white in our eyes is there to aid in communication. I believe humans are the only species to have white in my eyes.
