I haven't found any source that gives a categorical answer to this question. Perhaps the
closest would be that February has had 28 days
since the emergence of the Roman Empire, so the
nnumber is therefore traditional. February was the
only month in the regular Roman calendar to have
an even number of days,because the Romans thought
even numbers were unlucky. Other months were of
29 or 31 days duration, with an extra month Mercedonius, of 22 or 23 days length, added every
second year to make up for the annual shortfall of
10 or 11 days.

For a project I had to research calandars and make up my own calandar for mars (don't ask) But in the Roman empire the first month was march, and if my memory serves me correctly the romans started with only 10 months (March-Dec) however due to changes Jan and Feb were added and thus feb was the last month of the year and had the shortest amount of days.The link below gives you more formal information that says basically what i just said

You have to get to a years worth of days somehow.
A lot of tradition setting up months basically according to the moons 29 day cycle and messing it about to get a year that repeats with one circle around the sun.

Julius Ceasar took one and added it to July--which, by the way, was named after him--making it 31 days. Augustus Ceasar, who succeeded Julius, couldn't let August have only 30 days, so took one as well.
