Yes, it is Absolutely fine for a man to wear women's underwear under his male clothing. Or if you wish you could wear a skirt. It is personnel choice, if it makes you feel good then go for it. And it is harming no one. Just be aware of visible pantie line, particularly if you are wearing dark under wear under light clothes. Enjoy, it will be a positive experience.
