I'll tell you why as simply as I can.

They are best friends.
Each day's "to do" list has the other as part of their day.
They help each other, and think of the other's needs.
Without one another they would be terribly lonely and misunderstood, because no one "gets" them like they do each other.

Frog is tired of kids picking him up all the time. He hangs out with Toad because kids will think he has warts, too.
Toad hangs out with Frog because he just wants to be picked up. He feels left out and rejected.

Also, it's the friendship thing. It's like "Dumb and Dumber" before Jim Carrey and Jeff Daniels got together. When you got a best friend, nothing else matters. Plus, they aren't that attractive. So they can't get many dates.
