I will be staying in Arnhem for a week in June but will need to travel to other Dutch cities such as Nijmegen, Herenveen & Groningen.

From Arhnem to Nijmegen you can almost walk ;-) so a bicycle will be enough for that one.
But don't try Groningen cycling unless you're suicidal ;-)
I wouldn't actually go that far being only a week here unless you have someone to see there!! It's like crossing the whole country, like 4 hours on car at least I guess ;-)

Also, not all Holland is flat, and precisely Arhnem isn't. And almost everytime the cycle path crosses through a highway or a railtrack, it's up en down, sometimes quite hard if you're not used to cycle a lot.

Trains are good though very expensive. Sometimes (not often) they do have special offers for a weeked, look at their website. People with a discount card can take up to 4 more with discount too (a different ticket at the machine: met korting), and that's 40%, so I'd look for potentially nice people who have it, and ask if they don't mind you sitting next to them ;-)
You can't buy one yourself without a valid Dutch adress.

There are no weekly passes, unfortunately.

Busses are cheaper but normally only good for short distances ('cos they stop innumerous times ;-) or a lot of patience.

All the cities you mentioned are best reached by train. There is a cheap way to travel with a special ticket. I think they only sell this in the summer, june may be too early (zomertoer). A ticket to groningen and back (retour) costs 36,50 euro. To Heerenveen and back costs 33,10 euro. The Dutch railways are the NS, see ns.nl. For all-in travel advice use 9292ov.nl, which includes the buses from the train station to the address you want.

You have only a week so it is not worthwile to buy a subscription. A month free travel by train costs 399 euro.

If you travel within the city you can walk or go by bus (or in some cities the underground). When traveling from city to city, I would sugest the railway. You might even buy a reduction card for the railway. It costs about 40/50 euro, but you have 40% reduction with it. so if you can get the money out of the tickets(and believe me, the tickets are not cheap) it would be wise to buy one.

the rail system is really good in Holland, and it is extremely easy to cycle, as its flat and there are cycle paths in many areas. However if you'd rather have an engine do the work for you then trains are easy and efficient, you can get ood offers with week passes etc.

The Netherlands has a great rail system - most people there ride bikes. Actually, the public transportation system is great. There are buses in bigger cities.
