What is a good program to use to decrease picture size. I have a 5pegapixel camera, and the picture are 1.06 MB and i need to decrease them to around 250kb

usually a camera saves the pictures as bitmaps.
one option is simply open the picture in Paint go to save as, change it from .bmp to .jpg, no need for special program

edit: just use paint, crop the pics down and if it is to big for you go to image, choose stretch/skew and shrink it to say 50% horizontal and vertical, or whatever size you want. I would say to make both the same as to keep the original dimension

There are several programs/applications that can reduce the quality of a photo.

The Gimp (Gnu image manipulation program)
This is Free
This one is a solid choice for light photo editing work. Crop the picture, re-size it as you would like, and save it at the appropriate quality to get the best look/size ratio.

Photoshop:

This is probably the *best* option, but it is expensive and takes some time to learn to use. Very heavy photo editing equipment.

Picnik (http://www.picnik.com) Free!
Is probably my favorite, it's an on line application that will do just like you want. I personally use it to create forum avatars. No downloads necessary, does use flash though.

EDIT:

It is worth noting that you will want to re-size the photo. When you reduce the quality of a photo it begins to appear very pixelized, etc. Resizing the photo to something smaller will make the reduction in quality less apparent, allowing you to make the file size smaller.

simple open it up with the paint program by windows and click on save... close it then check your size and you'll see that it reduced without losing any quality.

Use Adobe photoshop to change image size to smaller size. Change it to 1280x1024 or 1024x768 pixels.

You may change to lower resolution too (72dpi is good for viewing).
