Do so called tougher less tolerant laws make are streets even less safe?

That's an excellent point.
It would certainly seem that it might make a fugitive less apt to surrender and more apt to resist being captured more violently - after all, he's really got nothing to lose if he knows it's his third strike and the death penalty awaits him..
I'm sure that's not the intent of the law, and I really don't know the answer to your question - I wonder if anyone does. Perhaps only a desperate criminal caught in this situation could give you a valid answer.

Yes. They also put the lives of innocent civilians in danger too because a criminal with two strikes is certainly going to run if the cops try to pull him over. As we all know, these car chases often end tragically when the fleeing suspect usually crashes into a minivan parked at a red light filled with a mom and her three kids.

In some cases yes. The police officer puts his life on the line ever time he is called to perform his duties. Stop and think about it for a few minutes. Wear his shoes for one day and find out what it is like. You also must remember the Military, Fire Department, Every one of this people put your safety first.
