I am in Tampa, Florida, and unable to find any schools that offer PhD programs in Political Science. I am very interested in working on my phd, but i teach full time, and do not forsee anytime in the future when i will be able to take several years off to go to school.

I'm sure that there are lots of online colleges that will let you study for PhD. But you are asking the wrong questions -- none of these schools are any good.
You should only get a PhD if you want to do research. You should get a PhD at the best possible school that you can get into. While it takes at least four years to get a PhD -- you shouldn't need that much time in class. Most of it is writing your dissertation -- and you can do that anywhere. If you are already teaching -- then you probably have an MA. If so, you may only need one year of classes. If you don't want ot move -- look at U of Florida. They have a PhD program in Political Science.
