click the right button on the mouse and a window will pop up go to properties then to settings.

First I have to ask how did it come to be like that?

Was it something that happened just suddenly or was it gradual?

If it was a gradual change, then it is not worth fixing. Attempting to do it yourself is something that can kill you from the high amounts of voltage inside the monitor.

If it was a sudden change, it is a possibility that you set the resolution to something that the monitor cannot support. Reboot the computer. Before the "Windows" splash screen comes up, hit the F8 button a few times. It will give you options for "safe mode" and such. Select "Enable VGA mode" and let it do its thing.

If you do not have a "Enable VGA mode" option, then just go into safe mode.

Don't fix, just replace. This is caused by the tubes inside losing alignment. It's EXTREMELY difficult to realign them, and generally not worth the effort.
