I am working on my Fall 2007Admissions..
I want to get into Industrial Engineering but my advisor is insisting on Electrical engineering, since there are very few colleges offering Industrial Engg. And she says my admission into some college would be a sure thing.
Is it possible to transfer to a different stream after 1 or 2 semesters?

I suggest you to join electrical engg and later shift to ie.

All engineerings take the same basics, so yeah you can change later.

Look at all the programs the engineering college offers. My school was Oklahma state and is a pretty strong engineering school with both the disciplines you are considering.

Electrical Engineering they get pay better
