I'm interested in Xbox Live and I want to watch TV on it. I want to buy one first please help. Do you get channels like HBO, Cinemax, Showtime, and Starz! on your Xbox 360?

You don't get any channels, you get some episodes of series and complete movies to download and watch on your TV.
But the service is no streamed in real time, first download to watch it later.
Make sure you have some time to spare before planning to watch a show, it will take some time to download.

I'm not aware of anyway (as of now) that you can get those through your Xbox 360. You can, however, download movies and TV shows for rent for a small fee.

No you will not be able to watch actual TV at this moment. Microsoft sells movies and TV shows that you can download and watch for a small fee.
