To both. It tried to legitimise itself through the trappings of democracy - having elections or plebiscites. I remember being taught that when they had a plebiscite there would be a sign over the ballot box saying 'put your 'ja' here. They also used force in that the brownshirts, a paramilitary organisation would go round intimidating and killing opponents
