I say, on base in a controlled environment, you allow 18-20 year old kids to drink at these clubs. You make rules that if they leave base, or are caught in an alcohol related incident off base while being underage that they will face severe punishment to include Article 15's, nights in the "brig" demotion or even discharge.

If you are under 21 and not in the military, move overseas or wait until you are 21.
