1) Re-rip from the CD
OR
2) Re-download the MP3 at a higher bitrate
OR
3) May not work, but use GoldWave (http://www.goldwave.com/) to get rid of "rough" sounds...

1 and 2 are your best bets!

Only record smooth music and ignore any rough stuff.
