Is that the one that will declare all leftists to be illegal immigrants subject to immediate deportation to the communist country of their choice?

What would it be about? It would not be easy. Most are written by Constitution experts. Once written it must be ratified by 2/3 of the states before it is added to the Constitution.
I know there are some who want a Constitutional amendment for every little thing. The document was not written like that. It is not supposed to be a tome but a simple document giving the basic laws in general terms that all other laws are based upon.

There are many different opinions as to what the 28th Amendment to the Constitution of the United States of America should be. You have to be more specific and put your question in the proper context.
