Perhaps you are thinking of the 20" isohyet. It moves a bit with weather patterns and cycles, but it's roughly at 100 W. It is important because 20" precip are necessary for normal agriculture. It's movement in the dust bowl days devastated the economy. It separates the "C" climates(humid) from the "B" climates(dry).
