Yes there is and Russia did it about 18 years ago to Armenia, which caused a earthquake that measured 6.9 magnitude one the Richter scale, and killed more than 45,000 innocent people then no one mentioned about it.
All the power full countries have the power to do it. how? ask them.....

During world war 2, a bomb that could burrow into the ground and blow up, causing an earthquake in a small area was developed and tested. not sure if it measured 5 though.

Ohboy, I'm rolling on the HAARP answer which probes the ionosphere with radio waves. The cell phones on earth put out million times more power than HAARP. Perhaps we should all dial 411 at the same time and take out the West Coast...
No there's no way to create earthquakes except in sci-fi movies.

No, but human intervention has caused then in the past.
Several tonnes of toxic waste were dumped down a 5 mile well in the middle of the desert and this lubricated several fault lines and caused a series of mini earth quakes.

Hmm... try human. It has been noted that a group of people (I forgot the state) jump altogether at the same time and marked 2.5 on the richter scale.
However, if you want to increase the intensity have a countryfull of people jump together at the same time at a skyscraper.
