Here's a site that lists some of the cheaper VOIP providers: http://thevoipgirl.com/2006/09/22/voip-services-for-canadians/

My SIL just switched to Primus from Vonage, she pays $24.95 unlimited long distance in North America and all the bells and whistles one would want. She says the service is clear and so far uninterrupted.

We have Rogers, for all our services, thus we get the VIP discount so our phone (Voip) is $22.95 a month...unlimited long Distance North America, all the bells and whistles etc. Never had interrupted service, it's always very clear and never any line noise. We're very pleased so far and we've had Rogers for a very long time and have been very fortunate to not have any problems at all.

Good luck with your search
