I followed directions, what am i missing? I thought the valves were wore out on old hardware. Installed new hardware and same problem exists.

sounds like something didn't seat correctly. Take it back apart and check the o-rings to make sure they didn't slip when you installed the stems. A little vaseline will help make installation easier, just a little on the rubber parts so they don't bind and move when you slide them in.

Sounds like an older faucet. Did you replace the valve seats? Inside the valve there is a small brass seat that the washer sits against, over time they can get tiny nicks, so no matter how tightly you try to close the valve it still leaks. You need to get a valve seat wrench, very inexpensive, remove the old seat and get a matching replacement. The rest of the valve was probably OK except the washer on the end. That washer and the valve seat are what seals the valve.

did you properly seal all the threads and fittings?
sometimes at the factory they design products to seal without any teflon tape or pipe dope
i had to seal some new fittings on my sink which was supposed to be self sealing meaning not using any kind of thread sealant
make sure all your connections are water tight and if that dont work you might wanna call a plumber
