I think that each parent has to look at the situation individually. First, by making things like kissing and hugging seem normal, a child will automatically gain knowledge on affection. Next, if you begin as toddlers with basic things like how boys and girls are different and continue to increase their knowledge as they get older, there will never be a time when it is too uncomfortable to have the discussion. Sex and sexuality should be taught continuously as your child matures. People tend to have sex young now, so you want your child to understand before he/she has sex. I would say that the actual sex/condoms/birth control talk should happen around 10-11 years old. Again, this depends on you child. Here are some links that may help:

Nowadays I would say the earlier the better. Kids are having it younger and younger and too many kids are having kids these days. I would say no later than 12. At least let them know if they decide to have sex they can come to you to help them protect themselves.
Forbidding them will only fuel the fire and allowing it to happen are both bad parenting. Educating your children and having open dialogue about the issue will help your children make smart decisions. Remember even if you have a resonsible, smart child, hormones and peer pressure can sometimes override that. Give your child the tools they need to grow into responsible adults.
It won't be easy but neither is raising a 13 year old with a newborn!

They usually start asking questions around age 3. So that's a good time to start giving them age appropriate answers.
