I'd say if they get one they'll have it over here and have a mushroom shaped cloud rising over a U.S. city within a month.
I'd say the odds of getting the bomb into the U.S. is over 99%. Simply get Chavez to help, then bring it across the Mexican border into the U.S. After that its all down hill from there.
