Can she receive from anyone else? can you send and receive from anyone else?

Nearly all phones can receive SMS these days so its not likely to be an equipment issue if the answer to the above questions is YES.

Some models of phone can block users, mostly Samsungs. Most obvious answer there is a bar on the network. This can either be set by the network themselves or by the user. Without more info can't give specifics.

Distance doesnt matter at all its the network...

Check the network they may be having problems
Check you have the correct number

If this dont work then i would ring your network operator

she will probably have deleted the message centre number out of her phone, either that or with some phones you can block certain numbers, she will have to phone her service provider and check she has the right details in her phone.
