He is shy to tell it to you
He feels you like him too
He wants you to make first move that's why he is teasing other girls in front of you so you get jealous and say something which will authenticate your interest in him.

He probably has a crush on you and is too shy to tell you.
The best way to find out for sure is to ask him, but do it in a nice way so he knows it's OK for him to have crush on you. Otherwise he may still not admit it.

it depends on how well you know him, and by you asking, it's obvious that you're young. there's NOTHING wrong with that, b/c i'm young, too. :D
i'm just saying: if you have to ask if it's love or friendship, then you don't know what love is. i don't think it's love, but i think it's a crush. crushes come and go, and you might have better luck being his friend...b/c boys at that age are stupid *lol*. flirt with him (if you like him), and see how he reacts. you will eventually know if he likes you, too.
