What band plays this type of music.?

I want somthing similar to Cradle of Filth but w/o vocals, just istramentals, and monk chanting

Monk chanting may be pushing it a bit. As for the music, many DJ's who make darkwave music have used COF songs (i.e. From the Cradle To Enslave became From the Cradle to Deprave) that had no vocals.
I don't think their is any one band or person doing what you describe. You could buy a MacIntosh and do it yourself though since Mac's are great for messing around with samples and music.
