I've installed Windows Vista Ultimate but I can not use transparent windows. my graphic card is not supported for using Aero scheme. I am using Toshiba Satellite M70-155. Is there any other way to use the Aero-Glass effects.

No, you have to have a video card capable of generating the effects, and you don't in the Toshi Satellite.

The aero isn't all it's cracked up to be anyway. It's cool for like the first day you have it, and after that, ya never use it again anyway.

definitely. But I think with windows ultimate there are more background services running. And disable those which you don't use. eg: print spooler. If no printer, then no need for that. But at a later point when you connect a printer don't forget to enable it. like wise the digital input (tablet stuffs.. etc) Not using aero reduces the system load. A fresh Windows Vista ultimate takes up around 700 mb of ram in idle case.

Big Brother says that you need at least a 128MB of video ram, which I doubt you'll have on a laptop...if you can give us more on your systems configuration we could help out a bit more.
