i think the first one is the network its on but thats about all i know as far as what they mean...

if two have the first 3 sets the same with a different last can they both be the same person?

thank you very much for the intel as it is very important that i know

There are normally 5 classes of IP namely A,B,C,D,E
Since the IP is divided into 4 octects and the max is 254 4r a octet. below are the divisions for a class
class A: 1-128
class B: 128-192
class C: 193-223
class D:224-239
class E:240-254

For class A the IP will be : N.H.H.H
class B: N.N.H.H
class c: N.N.N.H

where N: Network H: Host

I hope you at least familiar with network or else you going to be a little lost here.

IP (Internet Protocol) is written in a 32bit Format normally broken in 8bytes or One octet.

So you would see something like this 192.168.0.1

If you see cases where they repeat themselves like 10.10.21.6 ..then it just means you are dealing with a different class of IP..

There is Class A
Class B
Class C.
