For beaches and other water sports activities can find & do in both palces except diving highly recommended in Palawan and Heritage tour in north luzon.

okey, if you want beaches, hiking, diving and other water sports, go to palawan its great there. but you could also find it in the north luzon, surf boarding in la union, and also there are more cultural aspects to be explored in north luzon if youre into it. go for ilocos. there are lots of food and cultures to explore. If you want to relax for a vacation, go to palawan. if you want to discover and explore, go to north luzon. but if youre on a tight budget, if you go to palawan, you wont be able to enjoy the water activities because youre on a tight budget... so you wont have anything to do beside doze on the beach.

Palawan is a great place to get away from it all. It is the cleanest place in the PI.

PALAWAN, bar none..it is pristine and people there are so conscious about their environment. The dirtiest province I think is CAVITE. YUCK! Armpit of the Philippines. Stay away from there!

If you want relaxation, bars, white sand beaches, hot people, nice place, nice scenery.... then Palawan is better.
