The 8X and 16X refers to the speed at which the DVD recorder copies the disc. If your recorder will copy at 16X, then you should buy the 16X discs, as you can fly through a recording at twice the speed. You can use the 8X speed disc in any recorder, but you cannot record at 16X speed with it.

The 8 and 16 refer to the maximum speeds the DVDs can be recorded at. However, the DVD Burner must also support the speed.
For example, if you burn a 16X DVDR using an 8X burner, it would still only burn at 8X. So factor that in before buying.
And if you did not already know, there are DVD-Rs and DVD+Rs which are used for different purposes. Make sure you buy the right media type.

I agree with what everyone else has said re the 16x and 8x discs. 16x discs record twice as fast as 8x discs, depending on your recorder. However, there are other factors which need to be taken into account when buying discs. You need to ensure that they are the right format for your recorder. DVD-R's are different to DVD+R's. Also any R disc can only be copied to once. If you want to copy things repeatedly, then you'll need RW discs. These can be copied, deleted and copied again, as often as you like.

8x means that your dvd can burn at a maximum rate of 8 while 16x means at a maximum rate of 16. However, to have these speeds your drive must support these speeds

the difference is it takes half as long to copy the dvd at 16x compared to 8x

16x disc will only burn at 16x in a dvd drive that supports them
