Goto control Panel>Users>disable the option that says show me welcome screen.

It's always good to have two accounts on a computer one with a password and one without. That is a whole nother topic of discussion.
The administrator only shows up because no other user accounts exist. Create an account for yourself and the administrator Welcome Screen will no longer pop-up.

Go to Control Panel -> User Accounts -> User Accounts. Choose your username; click "Change My Account Type"; select "Computer Administrator". Possibly it will ask for password of the admin and/or yours enter it.

The Welcome to Windows screen appears when you start Windows XP after you install the .NET Framework 1.1
I don't know if this applies to you or not but this was my solution. I supplied the link to correct this issue. After I installed this update my system booted directly to my desktop. You might just be able to use windows update to obtain the latest updates. Another option might be to go to user accounts and delete the ".NET" account. It might just be that simple. You probably don't need it anyway.
