I live in Portsmouth and travel quite regularly to Kent to visit the In-Laws. (fun, fun, fun!) I don't know the distance exactly, but it usually takes us about two and a half hours door to door, unless there's traffic at Clackett Lane Services, (which there usually is), in which case, add another hour on.
I assume you mean Portsmouth, Hants and Kent in the UK, if not....sorry.

Where exactly in Kent do you mean? Portsmouth is a town, whereas Kent is a County.
