Go to My Computer
Right Click A: Drive (Floppy)
Select Format
Select the Make Boot Disk option
Select OK

You Should be able to do the same with a CD-RW, but I have never tried

And make sure you go to the BIOS as the computer boots up (most have you press Delete as it starts, others use F5) and find the section that has "Boot sequence". Make sure the floppy drive or CDROM drive is set to the first option so the computer will boot from those devices.
