It's all in the prep. Sand your panel with 500 grade wet n dry, then apply three or four coats of primer, cutting back with 2000 grade wet paper. For the last coat cut it back with an cutting compound. The key to good lasting paint is in the primer. As it's fibreglass, use one thats specifically made for it, you can get differening types depending on what your painting.

Paint should be applied several times, each time a very thin layer, and again, flat it out between applications with 3000 grade wet paper.once you've got three or four coats on, flat it out with cutting compound and repeat the process all over again for laquer.

Fiberglass is flexible and even a quality paint job will be prone to fractures .There are particular paints more suited to fiberglass and specific primers and prep. available at professional paint shops. Nothing in a spray can is going to hold up well as aerosol propelled paint is super thin(and weak) so it can be pushed by the cans propellant.
An option you may want to consider is to use resin with a pigment in it ,this will be very durable. Its hard to work will but the finished product would be tough.

Get some fine grit sand paper and rough up the surface. Clean off the dust with a damp cloth before you apply the paint.

The key is to use the proper primer. Check with the guys at the paint shop where you buy your auto paints.
