I mean the best, but not necessarily the scariest.
The Shining, Saw, Poltergeist, The Ring, Nightmare on Elm Street Series, Hills Have Eyes (original), Texas Chainsaw Massecure remake, Scream, Evil Dead series, & Stay Alive are the best ones I can think of off the top of my head

The blob
Attack of the killer tomatoes
It
Jaws
(New) living dead series
Van Hellsing (I know its not scary) but the idea that they Incorporated all the monsters into one plot was cool.
Grudged 1,2 (American and Japanese are both good)
but the scariest movies of all...
Anyone that has J-lo in them. Then scare the crap out of me, I just can watch them they give me nightmares. LOL

You don't have any of the "Night of the Living Dead" series. Those are classic.
I love "Dawn of the dead" (favorite).
In no order...
The grudge, Aliens, Jaws, Hell raiser, Friday The 13th, 28 Days later, Killer clowns from outer space, IT, Critters and I liked "The Blair Witch project".
**I dont like clowns =(
